Historical retrospective of Cambodia
Cambodia, while officially neutral, tolerated communist intrusions—and was bombed by the United States for those intrusions.
Unsurprisingly, the North Vietnamese likewise moved troops and supplies through neighboring Cambodia, which, though officially neutral, tolerated the communist intrusions. 
Prince Norodom Sihanouk “basically felt that he was surrounded by dangerous enemies, and he had to make nice with some of them,” Moise says, adding that “he could not afford to offend” the North Vietnamese despite being “anti-communist in Cambodian politics.”
The United States responded with a secret bombing campaign that Nixon drastically ramped up in 1969. Nixon then sent troops across the border in 1970, taking advantage of a coup that ousted Sihanouk in favor of a pro-American general. 
U.S. bombs killed tens of thousands of Cambodians, which, some historians contend, may have increased popular support for the Khmer Rouge, a communist insurgency group that initiated a brutal genocide upon taking power in 1975. 
Though Vietnamese communists allied with the Khmer Rouge during the Vietnam War, they eventually deposed the regime in 1979.

WHAT IS THE COMMISSION OF INQUIRY FOR CAMBODIA?
The Commission of Inquiry for Cambodia is an independent, citizen-based, fact-finding committee that brings together experts, decision-makers, the Khmer people and the international community. The main objective is to build a cohesive and coordinated effort to generate high-level international attention to enact systemic changes and bring Cambodia back into compliance with international human rights and democracy standards and the Rule of Law.

Conclusion of the United Nations Special Rapporteur Report:
​​The past year, the United Nations made clear in a series of unusually frank and hard-hitting reports and statements that the 2023 elections cannot be taken seriously or treated as legitimate, free and fair. In order for the results of the elections to be accepted and recognized as valid and legitimate by the international community, the United Nations’ “Action Plan Reform Measures” need to be implemented before the July vote.
These necessary reform measures included:
  1. Overturn the decision declaring the main opposition political party illegal and allowing meaningful political opposition activities to take place.
  2. End the mass criminal trials of leaders of the political opposition and other critics of the government.
  3. Avoid politically motivated criminal convictions and free those convicted from jail.
  4. Allow independent media outlets to reopen and function without interference.
  5. Stop the arrests and criminal trials of independent journalists and other critics of Hun Sen government policies and practices.
  6. Reverse the destruction of civil society institutions to allow the exercise of free speech and free association rights.
