Conclusion of the United Nations Special Rapporteur Report:
The past year, the United Nations made clear in a series of unusually frank and hard-hitting reports and statements that the 2023 elections cannot be taken seriously or treated as legitimate, free and fair. In order for the results of the elections to be accepted and recognized as valid and legitimate by the international community, the United Nations’ “Action Plan Reform Measures” need to be implemented before the July vote. Happy to report that, in response to our and other’s appeals for humanitarian releases of prisoner of conscience detainees, the newly appointed Hun Manet government is reported to be considering the release from prison of “three to four” political opposition leaders who were criminally prosecuted and sentenced in the lead-up to the July, 2023 national elections. This is an important and useful step forward, and is consistent with the practice and history of Cambodia for humanitarian release of prisoners to mark major political developments and national celebrations.
But it is important to note that his humanitarian gesture, if it takes place, is only a token gesture, and does not go anywhere near far enough to adequately deal with the wide-ranging and systematic human rights, rule of law and democracy abuses that the Hun Sen/Hun Manet governments have imposed on the Khmer people as a means of assuring their continuing autocratic control. As the United Nations has painstakingly documented and very forcefully condemned in a series of high-level reports and statements throughout the past year in the run-up to the national elections, the pattern and practice of thoroughgoing and systemic abuses designed to eliminate the political opposition and other criticism of the government, and to keep the Hun family in power, has destroyed civil society and made it impossible for free, fair and legitimate political processes to take place.
A meager number of token releases does not solve or cure these systemic problems.
Too many political prisoners remain in jail or are subject to Mass Criminal Trials and long-term criminal sentences. The main opposition political parties remain under court orders, closing their doors and/or severely restricting their activities. Independent media outlets and their journalists have been shuttered.
Civil society groups and their members are carefully monitored and operate under the threat of criminal prosecution.
The full extent of the Hun Sen/Hun Manet repressive policies was addressed in detail by the United Nations in May of 2023, when they issued a comprehensive “Action Plan of Reform Measures,” describing the steps that had to be taken for free, fair and legitimate elections and governance to be possible.
We need to forcefully “sustain our advocacy efforts,” focusing on the reform measures the United Nations spelled out in their “Action Plan.” We need to acknowledge the value of the “three to four releases of detainees” now under consideration by Hun Manet but also stress that, at a minimum, and pursuant to the United Nations’ “Action Plan of Reform Measures,” many more releases are required, that Mass Criminal Trials and other politically motivated criminal prosecutions must end and that the political opposition and the independent media be allowed to operate once again.
Over the next six months, the United Nations will be conducting a series of meetings and actions focused on Cambodia’s human rights, rule of law and democracy problems.
These forums and actions at the international level provide a unique set of opportunities for the Khmer community to “speak truth to power” and to demand meaningful and effective change and reforms from the Hun Sen/Hun Manet government. Mark them on your calendars, and make them a key part of your advocacy efforts in the coming months.

៣-ពីថ្ងៃទី ៤-១៤ ខែធ្នូ ដំណើរទស្សនកិច្ចនៅកម្ពុជារបស់អ្នករាយការណ៍ពិសេសអង្គការសហប្រជាជាតិទទួលបន្ទុកសិទ្ធិមនុស្ស;
៤-ការចេញផ្សាយរបាយការណ៍របស់អង្គការសហប្រជាជាតិស្តីពីដំណើរទស្សនកិច្ចនៅកម្ពុជា និងការអភិវឌ្ឍន៍សិទ្ធិមនុស្សចុងក្រោយបង្អស់៖ នៅដើមឆ្នាំ ២០២៤។ វាក៏នឹងមាន "ការអំពាវនាវឱ្យដាក់ស្នើ" ដោយអង្គការសហប្រជាជាតិ ស្វែងរកធាតុចូលពីក្រុមមិនមែនរដ្ឋាភិបាលនៅក្នុងខែមករាទាក់ទងនឹងបញ្ហានេះ។ របាយការណ៍វឌ្ឍនភាពថ្មីរបស់អង្គការសហប្រជាជាតិស្តីពីកម្ពុជា;
៥-ការពិនិត្យឡើងវិញជាសាកល និងសវនាការលើបញ្ហាសិទ្ធិមនុស្សរបស់កម្ពុជានៅចំពោះមុខក្រុមប្រឹក្សាសិទ្ធិមនុស្សអង្គការសហប្រជាជាតិ៖ ខែមេសា ឆ្នាំ ២០២៤។ នេះគឺជាវេទិកាអន្តរជាតិ "សំខាន់" ដែលពិនិត្យមើលកំណត់ត្រាសិទ្ធិមនុស្សរបស់កម្ពុជា និងជាឱកាសដ៏ល្អឥតខ្ចោះសម្រាប់សហគមន៍ខ្មែរដើម្បីនាំយកការយកចិត្តទុកដាក់ពីអន្តរជាតិចំពោះកង្វល់របស់ពួកគេ ។
៦-ការចែករំលែកព័ត៌មាន កិច្ចប្រជុំ "ព្រឹត្តិការណ៍ចំហៀង" នៅកិច្ចប្រជុំត្រួតពិនិត្យ UPR ដែលរៀបចំដោយក្រុមខ្មែររបស់យើង ដើម្បីទទួលបានការគាំទ្រពីគណៈប្រតិភូរដ្ឋាភិបាលបរទេស៖ ខែឧសភា ឆ្នាំ ២០២៤។
សកម្មភាពរបស់សហគមន៍ខ្មែរ ដែលអ្នកត្រូវធ្វើ៖
១-ចូលរួមសម័យប្រជុំរបស់អង្គការសហប្រជាជាតិទាំងនេះស្ទើរតែ (ពួកគេត្រូវបានចាក់ផ្សាយជាសាធារណៈ) ហើយអានសេចក្តីសង្ខេបនៃសម័យប្រជុំ និងសកម្មភាពរបស់អង្គការសហប្រជាជាតិ ដែលយើងនឹងផ្តល់ជាប្រចាំតាមរយៈការធ្វើបច្ចុប្បន្នភាពការជូនដំណឹងបន្ទាន់តាមកាលកំណត់ ដែលយើងគ្រោងនឹងចេញផ្សាយភ្លាមៗបន្ទាប់ពីវេទិកា ឬសកម្មភាពនីមួយៗ។

ACTIONS BY THE KHMER COMMUNITY THAT YOU NEED TO TAKE:
- Attend these United Nations’ sessions virtually (they are publicly broadcast), and read the summaries of the UN sessions and actions that we will provide regularly through the periodic urgent alert updates that we plan to issue immediately after each forum or action.
- Let us and the relevant United Nations’ officials know what your concerns are. Take every opportunity you can to offer your input.
- Continue to speak out in support of meaningful and effective change for Cambodia along the lines set out by the United Nations in their “Action Plan of Reform Measures.” That is the guidepost we must follow in evaluating the legitimacy and sufficiency of the Hun Manet government’s actions. A few token releases of three to four detainees is a small start, but far from enough in terms of the systemic abuses that must be addressed and remedied.
- One of the most important messages from the United Nations is how “important and urgent it is for the Khmer community to sustain forceful and effective advocacy efforts.” Continue to make your voices heard!!!!

ក្រុមសង្គមស៊ីវិល និងសមាជិករបស់ពួកគេត្រូវបានត្រួតពិនិត្យយ៉ាងយកចិត្តទុកដាក់ និងប្រតិបត្តិការក្រោមការគំរាមកំហែងនៃការកាត់ទោសព្រហ្មទណ្ឌ។
វិសាលភាពពេញលេញនៃគោលនយោបាយគាបសង្កត់លោក ហ៊ុន សែន/ហ៊ុន ម៉ាណែត ត្រូវបានអង្គការសហប្រជាជាតិដោះស្រាយយ៉ាងលម្អិតក្នុងខែឧសភា ឆ្នាំ២០២៣ នៅពេលដែលពួកគេបានចេញ "ផែនការសកម្មភាពនៃវិធានការកំណែទម្រង់" ដ៏ទូលំទូលាយ ដោយពិពណ៌នាអំពីជំហានដែលត្រូវធ្វើដោយសេរី និងយុត្តិធម៌។ និងការបោះឆ្នោតស្របច្បាប់ និងអភិបាលកិច្ចដែលអាចធ្វើទៅបាន។
យើងត្រូវ "រក្សាការខិតខំប្រឹងប្រែងតស៊ូមតិរបស់យើង" ដោយបង្ខំ ដោយផ្តោតលើវិធានការកំណែទម្រង់របស់អង្គការសហប្រជាជាតិដែលមានចែងនៅក្នុង "ផែនការសកម្មភាព" របស់ពួកគេ។ យើងត្រូវទទួលស្គាល់តម្លៃនៃ "ការដោះលែងអ្នកជាប់ឃុំពីបីទៅបួននាក់" ដែលកំពុងស្ថិតក្រោមការពិចារណាដោយលោក ហ៊ុន ម៉ាណែត ប៉ុន្តែក៏សង្កត់ធ្ងន់ថា យ៉ាងហោចណាស់ និងអនុលោមតាម "ផែនការសកម្មភាពនៃវិធានការកំណែទម្រង់" របស់អង្គការសហប្រជាជាតិ ការចេញផ្សាយជាច្រើនទៀតគឺ ទាមទារថា ការកាត់ក្តីឧក្រិដ្ឋកម្មទ្រង់ទ្រាយធំ និងការកាត់ទោសឧក្រិដ្ឋកម្មដែលមានហេតុផលនយោបាយផ្សេងទៀតត្រូវតែបញ្ចប់ ហើយថាក្រុមប្រឆាំងនយោបាយ និងប្រព័ន្ធផ្សព្វផ្សាយឯករាជ្យត្រូវបានអនុញ្ញាតឱ្យដំណើរការម្តងទៀត ។
ក្នុងរយៈពេលប្រាំមួយខែខាងមុខនេះ អង្គការសហប្រជាជាតិនឹងដឹកនាំកិច្ចប្រជុំ និងសកម្មភាពជាបន្តបន្ទាប់ដែលផ្តោតលើបញ្ហាសិទ្ធិមនុស្ស នីតិរដ្ឋ និងលទ្ធិប្រជាធិបតេយ្យរបស់កម្ពុជា។
វេទិកា និងសកម្មភាពទាំងនេះនៅកម្រិតអន្តរជាតិផ្តល់ឱកាសពិសេសមួយសម្រាប់សហគមន៍ខ្មែរ “និយាយការពិតដើម្បីអំណាច” និងទាមទារឱ្យមានការផ្លាស់ប្តូរ និងកំណែទម្រង់ប្រកបដោយអត្ថន័យ និងមានប្រសិទ្ធភាពពីរដ្ឋាភិបាល ហ៊ុន សែន/ហ៊ុន ម៉ាណែត។ សម្គាល់ពួកវានៅលើប្រតិទិនរបស់អ្នក ហើយធ្វើឱ្យពួកវាជាផ្នែកសំខាន់នៃកិច្ចខិតខំប្រឹងប្រែងតស៊ូមតិរបស់អ្នកក្នុងប៉ុន្មានខែខាងមុខនេះ។
ប្រតិទិននៃសកម្មភាពរបស់អង្គការសហប្រជាជាតិក្នុងរយៈពេលប្រាំមួយខែខាងមុខ ដែលមានសារៈ សំខាន់ជាបន្ទាន់ចំពោះសហគមន៍ខ្មែរ៖
១-កិច្ចប្រជុំមួយទល់មួយជាមួយអ្នករាយការណ៍ពិសេសរបស់អង្គការសហប្រជាជាតិប្រចាំកម្ពុជា លោក Vitit Munturbhorn និងមន្ត្រីការិយាល័យអង្គការសហប្រជាជាតិប្រចាំកម្ពុជា៖ ធ្វើឡើងនៅថ្ងៃទី ៦ ខែតុលា ឆ្នាំ ២០២៣;
២-ថ្ងៃទី ១១ ខែតុលា កាលបរិច្ឆេទផុតកំណត់សម្រាប់ការដាក់ស្នើសេចក្តីថ្លែងការណ៍ជាលាយលក្ខណ៍អក្សរដោយក្រុមមិនមែនរដ្ឋាភិបាលសម្រាប់ដំណើរការត្រួតពិនិត្យជាសកលប្រចាំខែមេសា ឆ្នាំ ២០២៤ និងសវនាការស្តីពីកម្ពុជានៅចំពោះមុខក្រុមប្រឹក្សាសិទ្ធិមនុស្សអង្គការសហប្រជាជាតិ។
៣-ពីថ្ងៃទី ៤-១៤ ខែធ្នូ ដំណើរទស្សនកិច្ចនៅកម្ពុជារបស់អ្នករាយការណ៍ពិសេសអង្គការសហប្រជាជាតិទទួលបន្ទុកសិទ្ធិមនុស្ស;
៤-ការចេញផ្សាយរបាយការណ៍របស់អង្គការសហប្រជាជាតិស្តីពីដំណើរទស្សនកិច្ចនៅកម្ពុជា និងការអភិវឌ្ឍន៍សិទ្ធិមនុស្សចុងក្រោយបង្អស់៖ នៅដើមឆ្នាំ ២០២៤។ វាក៏នឹងមាន "ការអំពាវនាវឱ្យដាក់ស្នើ" ដោយអង្គការសហប្រជាជាតិ ស្វែងរកធាតុចូលពីក្រុមមិនមែនរដ្ឋាភិបាលនៅក្នុងខែមករាទាក់ទងនឹងបញ្ហានេះ។ របាយការណ៍វឌ្ឍនភាពថ្មីរបស់អង្គការសហប្រជាជាតិស្តីពីកម្ពុជា;
៥-ការពិនិត្យឡើងវិញជាសាកល និងសវនាការលើបញ្ហាសិទ្ធិមនុស្សរបស់កម្ពុជានៅចំពោះមុខក្រុមប្រឹក្សាសិទ្ធិមនុស្សអង្គការសហប្រជាជាតិ៖ ខែមេសា ឆ្នាំ ២០២៤។ នេះគឺជាវេទិកាអន្តរជាតិ "សំខាន់" ដែលពិនិត្យមើលកំណត់ត្រាសិទ្ធិមនុស្សរបស់កម្ពុជា និងជាឱកាសដ៏ល្អឥតខ្ចោះសម្រាប់សហគមន៍ខ្មែរដើម្បីនាំយកការយកចិត្តទុកដាក់ពីអន្តរជាតិចំពោះកង្វល់របស់ពួកគេ ។
៦-ការចែករំលែកព័ត៌មាន កិច្ចប្រជុំ "ព្រឹត្តិការណ៍ចំហៀង" នៅកិច្ចប្រជុំត្រួតពិនិត្យ UPR ដែលរៀបចំដោយក្រុមខ្មែររបស់យើង ដើម្បីទទួលបានការគាំទ្រពីគណៈប្រតិភូរដ្ឋាភិបាលបរទេស៖ ខែឧសភា ឆ្នាំ ២០២៤។
សកម្មភាពរបស់សហគមន៍ខ្មែរ ដែលអ្នកត្រូវធ្វើ៖
១-ចូលរួមសម័យប្រជុំរបស់អង្គការសហប្រជាជាតិទាំងនេះស្ទើរតែ (ពួកគេត្រូវបានចាក់ផ្សាយជាសាធារណៈ) ហើយអានសេចក្តីសង្ខេបនៃសម័យប្រជុំ និងសកម្មភាពរបស់អង្គការសហប្រជាជាតិ ដែលយើងនឹងផ្តល់ជាប្រចាំតាមរយៈការធ្វើបច្ចុប្បន្នភាពការជូនដំណឹងបន្ទាន់តាមកាលកំណត់ ដែលយើងគ្រោងនឹងចេញផ្សាយភ្លាមៗបន្ទាប់ពីវេទិកា ឬសកម្មភាពនីមួយៗ។
២-អនុញ្ញាតឱ្យពួកយើង និងមន្ត្រីពាក់ព័ន្ធរបស់អង្គការសហប្រជាជាតិ ដឹងពីអ្វីដែលជាកង្វល់របស់អ្នក។ ចាប់យកគ្រប់ឱកាសដែលអ្នកអាចធ្វើបាន ដើម្បីផ្តល់ការបញ្ចូលរបស់អ្នក។
៣-បន្តនិយាយគាំទ្រដល់ការផ្លាស់ប្តូរប្រកបដោយអត្ថន័យ និងប្រសិទ្ធភាពសម្រាប់កម្ពុជា តាមបន្ទាត់ដែលបានកំណត់ដោយអង្គការសហប្រជាជាតិនៅក្នុង "ផែនការសកម្មភាពនៃវិធានការកំណែទម្រង់" របស់ពួកគេ។ នោះជាគោលការណ៍ណែនាំដែលយើងត្រូវអនុវត្តក្នុងការវាយតម្លៃភាពស្របច្បាប់ និងភាពគ្រប់គ្រាន់នៃសកម្មភាពរបស់រដ្ឋាភិបាលលោក ហ៊ុន ម៉ាណែត។ ការចេញផ្សាយនិមិត្តសញ្ញាមួយចំនួននៃអ្នកជាប់ឃុំពី 3 ទៅ 4 នាក់គឺជាការចាប់ផ្តើមតូចមួយ ប៉ុន្តែនៅឆ្ងាយពីគ្រប់គ្រាន់ទាក់ទងនឹងការរំលោភបំពានជាប្រព័ន្ធដែលត្រូវតែដោះស្រាយ និងដោះស្រាយ។
៤-សារដ៏សំខាន់បំផុតមួយរបស់អង្គការសហប្រជាជាតិគឺរបៀប “មានសារៈសំខាន់ និងបន្ទាន់សម្រាប់សហគមន៍ខ្មែរដើម្បីទ្រទ្រង់កិច្ចខិតខំប្រឹងប្រែងតស៊ូមតិដោយបង្ខំ និងមានប្រសិទ្ធភាព”។ បន្តបញ្ចេញសំឡេងទៀតផង!!!!
